This project develops an empirical adult education needs study for the Adult Education Forum of Upper Austria. Its aim is to provide a differentiated, evidence-based picture of adult education needs, participation patterns, and development potential across the region.

The study is designed to support strategic planning for a future-oriented adult education landscape. It focuses on the early identification of societal developments, evidence-based planning of adult education provision, improved accessibility and visibility, and the strengthening of adult education as a core pillar of the education system.

Depending on scope, the project can also integrate institutional perspectives and compare results with an earlier study from 2006.

Stefan Oppl works at the intersection of higher education leadership, vocational education and training, and digital learning.

He is Vice-Rector for Academic Affairs at the University for Continuing Education Krems and Managing Director of Berufsförderungsinstitut Oberösterreich (BFI OÖ). Since 2019, he has also held the professorship for technology-enhanced learning at the University for Continuing Education Krems.

His work connects academic leadership, vocational education, and research on technology-enhanced learning, socio-technical systems design, and human-computer interaction.
