DigComp 3.0 AT
DigComp 3.0 AT is the updated Austrian model for digital competences underpinning the National Reference Framework for Digital Competences (NRDK). Adapting the final European DigComp 3.0 framework to the Austrian context, it structures digital competences into five competence areas, 21 competences, and eight proficiency levels — and, new in version 3.0, describes them through more than 500 concrete learning outcomes, with explicit attention to competences for dealing with artificial intelligence.
The project delivers the scientific elaboration, accompaniment, and publication of the model’s further development, building on the national consultation and participation processes conducted in 2024 and 2025; the resulting model is published via the National Reference Point for Digital Competences at the OeAD (DOI: 10.48341/fd22-ky55). Carried out on behalf of the Austrian Federal Chancellery and commissioned via the OeAD, it is a joint effort of the Department for Continuing Education Research and Educational Technologies and the Department for E-Governance in Business and Administration at the University for Continuing Education Krems.
Stefan Oppl held overall scientific responsibility for the project, while the conceptual and operational work was carried out by the project team at the University for Continuing Education Krems.
Stefan Oppl works at the intersection of higher education leadership, vocational education and training, and digital learning.
He is Vice-Rector for Academic Affairs at the University for Continuing Education Krems and Managing Director of Berufsförderungsinstitut Oberösterreich (BFI OÖ). Since 2019, he has also held the professorship for technology-enhanced learning at the University for Continuing Education Krems.
His work connects academic leadership, vocational education, and research on technology-enhanced learning, socio-technical systems design, and human-computer interaction.
